European fleet management platform Shiftmove has acquired Ocean, the fleet division of Orange Business in France, creating a major fleet tech powerhouse. The combined company now supports 27,000 corporate customers and 730,000 vehicles across Europe, with plans to manage over one million vehicles by 2027.
This follows Shiftmove’s entry into France through the 2024 acquisition of Optimum and the mid-2025 launch of its AI-powered Avrios platform. The move strengthens Shiftmove’s position amid growing regulatory and economic pressures, including rising fuel, insurance, and repair costs, as well as increasingly stringent sustainability requirements. With only 30% of European companies currently using fleet management software, Shiftmove is poised to drive efficiency, compliance, and growth across the sector.
Founded in 2003, Ocean manages 8,000 corporate customers with more than 180,000 vehicles in France. The company has built a strong reputation in geolocation and embedded telematics. As a specialised fleet technology provider, Shiftmove will expand Ocean’s innovation capabilities and integrate the business into its fast-growing European ecosystem.
